    Vintage WWI War Dept. certificate of release dated 1919 for a Logan R. Fay from the Winchester, VA local board of the Selective Service System. Certificate is signed (may or may not be original) by the VA Governor, Westmoreland Davis. This Certificate of release was found behind the original appointment certificate to the Franklin County, VA draft board from the President of the U.S. and signed by the Assistant Secretary of War.
